A Six-Step Methodology for Realigning KM Vision, Scope, and Roadmap Two Years After Initial Implementation

Two years after Iknow helped the International Monetary Fund (IMF) design its original knowledge management strategy and implementation roadmap, the Fund’s KM Unit (KMU) leadership recognized by the end of 2018 that the strategy needed refreshing. The original work had driven several years of focused KM platform building. With much of that work nearing completion, the central KM team needed to shift toward strategy and process requirements — particularly to “get ahead of” a wave of new KM initiatives emerging independently across IMF departments before they hardened into a fragmented, disconnected landscape.

The IMF engaged Iknow to lead this “strategy refresh,” applying a structured six-step methodology that moved from the Fund’s highest-level strategic goals down to department-specific use cases, priority initiatives, resourcing, and a realistic multi-year timeline. Iknow completed the strategy document and roadmap and presented it to IMF leadership in May 2019, with implementation progress continuing since.

About the Client

The IMF is a specialized agency of the United Nations, established in 1944 to promote international monetary cooperation and financial stability, headquartered in Washington, D.C. and staffed by roughly 2,700 people serving nearly 190 member countries. The Fund’s centralized KM Unit was established in 2017 following an earlier Iknow engagement that built the IMF’s original KM strategy, organizational model, and implementation roadmap.

Industry Context

Large multilateral financial institutions repeatedly wrestle with the tension between centralized KM strategy and decentralized, department-driven KM activity that emerges organically once staff see the value of better knowledge sharing. That same dynamic had undermined KM value at other major institutions for years before a coordinated strategy finally took hold. The IMF’s KMU leadership wanted to avoid that same fragmentation trajectory by getting ahead of its own departments’ emerging KM initiatives while a coordinated response was still possible — rather than waiting until dozens of disconnected, redundant programs had already taken root.

Current Situation

At the end of 2018, KM leadership identified a need to refresh the unit’s strategic goals and roadmap, which had been developed with Iknow’s assistance in 2016–2017. In particular, the central KM team needed to articulate a vision and medium-term plan that addressed, as far as possible, the specific KM requirements emerging across individual departments, rather than continuing to execute against an increasingly dated original plan.

Problem / challenge

  • An original strategy nearing the end of its useful life. The KMU’s founding strategy and roadmap, developed with Iknow in 2016–17, had driven several years of KM platform building, and with much of that work nearing completion, the KMU needed fresh strategic direction rather than simply finishing out the old plan.
  • Departmental KM initiatives emerging faster than central strategy could absorb them. Multiple IMF departments had begun their own KM initiatives independently, creating real risk that the Fund would drift toward a fragmented, department-by-department KM landscape.
  • A strategy that needed to work at two very different altitudes at once. The refresh had to remain grounded in the Fund’s highest-level strategic objectives — surveillance, capacity development, lending — while also addressing concrete, department-specific KM use cases and requirements, without sacrificing either level of granularity.
  • Turning strategic vision into an actually executable plan. A compelling vision document alone would not be enough; the IMF needed the refresh to translate directly into implementation requirements, resourcing decisions, and a realistic multi-year timeline.

How Iknow Structured the Work

Iknow developed a six-step methodology for the KM strategy refresh, moving systematically from the Fund’s highest-level strategic goals down to a validated, resourced, and sequenced implementation roadmap.

Key Activities & Decisions

  • Step 1 – IMF Strategy Goals. Iknow examined how the KMU’s activities support the Fund’s key strategic objectives, reviewing Fund reports on surveillance, capacity development, and lending activities dating back to 2011, together with recent reports from the Fund’s Independent Evaluation Office. The review focused in particular on comments about leveraging internal expert networks, learning from prior country and topic experience, and building cumulative knowledge from that experience.
  • Step 2 – Key Use Cases. To complement the high-level strategy focus, Iknow developed individual knowledge-finding use cases through team discussion and references in the Fund’s reports, then confirmed them through interviews with practitioners in the Departments.
  • Step 3 – Priority KM Objectives. Iknow combined management priorities with specific KM projects and initiatives — spanning both technical platforms and new processes and capabilities — designed to address the strategic goals and use cases, meeting with the broader KM advisory group to discuss and validate both the strategy and use-case inputs and the proposed initiatives.
  • Step 4 – Requirements for Success. Iknow reviewed the critical tasks associated with each management goal and priority KM initiative, the support functions necessary to deliver them, and likely dependencies on other projects.
  • Step 5 – Resources. For each objective, Iknow assessed the skills and capabilities required and whether they could be found or developed within the KM team or through collaboration with other Fund departments.
  • Step 6 – Timeline. Based on the full analysis, Iknow agreed with IMF stakeholders on the earliest viable start date for each discrete KM project and initiative, producing the team’s roadmap and key focus areas for the next three to five years.

Iknow worked directly with the IMF’s KM Unit leadership throughout the engagement, engaged the broader KM advisory group to validate strategy and initiative proposals, and interviewed practitioners across IMF Departments to confirm real-world use cases before presenting the completed strategy and roadmap to IMF leadership.

Challenges & how Iknow overcame them

Balancing Top-Down Strategy With Bottom-Up Departmental Reality

A refresh built purely from Fund-wide strategic objectives risked ignoring department-specific needs, while one built purely from department input risked losing coherence at the Fund-wide level. Iknow addressed this by running the high-level strategy-goals analysis and grounded use-case development as parallel, connected workstreams from the start, then validating both together with the broader KM advisory group rather than finalizing high-level strategy first and retrofitting department input later.

Preventing the Refresh From Becoming Another Aspirational Document

Strategy documents that stop at vision and scope often fail to translate into resourced, scheduled action. Iknow addressed this by extending the methodology two steps beyond strategy definition into requirements for success and resourcing before finalizing any timeline — ensuring the roadmap’s priorities were sequenced according to what the KMU and Fund departments could actually deliver, not just what was strategically desirable.

Operational Outcomes

  • Reviewed Fund reports on surveillance, capacity development, and lending activities dating back to 2011, plus recent Independent Evaluation Office reports, as the factual foundation for the strategy refresh.
  • Developed and validated a set of key knowledge-finding use cases through team analysis, Fund report review, and interviews with department practitioners.
  • Delivered a complete six-step strategy methodology culminating in a finished strategy document and a three-to-five-year implementation roadmap.

Strategic and Organizational Outcomes

The strategy document and roadmap were completed and formally presented to IMF leadership in May 2019, giving the KMU a sharper, user-centric vision spanning the whole organization and its member countries — replacing an aging, platform-focused strategy with one that addressed both Fund-wide strategic alignment and concrete department-level KM requirements. Implementation progress has continued since the strategy’s presentation.

Timeline to Impact

Iknow completed the engagement within five months, moving from initial diagnostic work through a fully validated, resourced, and leadership-approved strategy and roadmap. The engagement represents the second phase of a sustained, multi-year KM partnership between Iknow and the IMF, building directly on the original 2016–2017 strategy and implementation work.
