Turning Process Redesign into a Centralized Virtual Renewal Team Across Delaware’s Division of Social Services

The Delaware Division of Social Services (DSS) administers the state’s Supplemental Nutrition Assistance Program (SNAP), and its caseworkers also handle Medicaid, Temporary Assistance for Needy Families (TANF), and Child Care, meaning process inefficiencies in shared workflows affected far more than SNAP alone. In an earlier engagement, Iknow conducted a comprehensive business process analysis for DSS — documented in Iknow Case Study #157 — delivering current-state process and value stream maps, a future-state design, a portfolio of improvement ideas, and a process improvement roadmap. DSS was pleased enough with that diagnostic work that it extended Iknow’s contract for an 18-month engagement to help implement it.

As prime contractor, Iknow supported DSS through the full transition to a redesigned, centralized approach to processing SNAP renewals statewide — facilitating project team working sessions, training local office staff, designing detailed process flows and decision logic, and preparing implementation documentation. The result was a statewide virtual renewal team, a single toll-free intervie line, and standardized workflow rules that together increased on-time renewal completion, shortened processing cycle times, and reduced the renewal-related workload on individual DSS social workers.

About the Client

DSS, within Delaware’s Department of Health and Social Services, directly administers Delaware’s SNAP program alongside the state’s other major benefit programs. Because the same caseworkers handled multiple programs, DSS expected — and Iknow’s earlier diagnostic work confirmed — that fixing shared process inefficiencies in SNAP renewal processing would benefit the agency’s operations well beyond SNAP alone.

Industry Context

The centralized, virtual processing model Delaware adopted in 2015 has since become mainstream practice, actively encouraged and funded at the federal level. Roughly two-thirds of states now operate SNAP call center operations, according to the U.S. Department of Agriculture’s Food and Nutrition Administration (renamed from the Food and Nutrition Service in June 2026). Recent state modernizations show the same kind of results Delaware achieved: South Carolina’s SNAP application timeliness rose from 84 percent to more than 95 percent after modernizing its contact centers in 2025, and New Jersey cut call wait times from over 40 minutes to under two minutes across its modernized centers. USDA’s Process and Technology Improvement Grant program now funds up to $2 million per state specifically for this kind of customer service and administrative modernization. Current Situation

With a validated future-state design and roadmap in hand from the earlier engagement, DSS needed a partner to carry that plan through actual implementation across its statewide network of local offices. That meant facilitating the organizational change, training frontline staff, and translating high-level process recommendations into the specific, unambiguous workflow rules caseworkers and front desk staff would follow every day.

  • Translating strategy into daily practice. A future-state design on paper still had to become a working, day-to-day operating model across many independently run local DSS offices.
  • Unbalanced local workload. Renewal workload spiked unevenly across individual offices, with no statewide mechanism to redistribute the burden.
  • Fragmented submission channels. Clients submitted renewals by mail, fax, walk-in, and drop box, with no consistent, well-defined rules for who processed which cases.
  • Sustained change management. Shifting DSS staff at local offices to a substantially redesigned way of working required sustained facilitation, training, and clear documentation over an 18-month implementation period.

Iknow supported DSS’s process re-engineering effort over 18 months through direct, hands-on implementation assistance — facilitating the working sessions that shaped the new operating model, training staff on the ground, and translating high-level process redesign into precise, step-by-step decision logic that frontline staff could follow consistently across the state.

  • Working Session Facilitation. Iknow facilitated project team working sessions to design and refine the statewide renewal process.
  • Local Office Training. Iknow educated DSS staff at local offices on the new processes and their roles within the redesigned workflow.
  • Detailed Process & Decision Logic Design. Iknow designed detailed process flows for work routing and created decision and logic flow diagrams for specific process steps — for example, mapping the exact sequence of decisions for processing a completed Renewal Form brought in by a walk-in client, including which team handles the case based on renewal type, timing, and documentation completeness.
  • Documentation. Iknow prepared the implementation documentation needed to support and sustain the new processes going forward.

Stakeholders & Collaboration

Iknow worked directly with DSS’s project team and with staff across the state’s local offices, coordinating the standup of new statewide functions — including a Virtual Renewal Team and an Interview Team Call Center — alongside the local renewal staff who continued to handle in-person interviews and a subset of renewal cases.

Balancing Workload Across a Statewide Office Network

Individual local offices experienced renewal workload spikes with no way to draw on capacity elsewhere in the state. Iknow addressed this by helping DSS establish a statewide virtual team, based in local offices but assigned work centrally, allowing renewal workload to be balanced across the state while local offices retained staff for in-person interviews and a defined subset of renewal cases.

Consolidating Fragmented Submission Channels

Renewals arriving by mail, fax, walk-in, and drop box, each handled differently office by office, made consistent, timely processing difficult to guarantee. Iknow addressed this by helping design a single statewide mailing address and fax number for renewal submissions, a dedicated statewide toll-free number staffed by a new Interview Team Call Center, and clear workflow rules determining whether the local office or the virtual team handled a given walk-in case. This removed local drop boxes and unpredictable case-by-case handling in favor of defined, repeatable rules based on expedited status, day of month, and renewal type.
