The Greater Cleveland Regional Transit Authority, the largest public transportation provider in Ohio, was buried in paper and unstructured digital content it could not reliably organize, search, or produce on demand — a growing liability under Ohio’s public records and e-discovery laws. GCRTA engaged Iknow to assess its current-state content practices, define requirements, and recommend an enterprise content management (ECM) solution to restore control over its records while strengthening compliance, productivity, and information security.

Across a five-month engagement, Iknow ran five parallel workstreams — baseline assessment, future-state visioning, requirements collection, a full content audit, and a rigorous solution evaluation — that together produced a recommended ECM platform and a three-year implementation roadmap. GCRTA used Iknow’s analysis to secure funding for the ECM initiative in its 2019 capital budget, converting a paper-choked, informally managed content environment into a funded, board-approved modernization program.

About the Client

GCRTA is a special-purpose government authority operating bus, heavy rail, light rail, and bus rapid transit service across Cleveland and Cuyahoga County, carrying tens of millions of passenger trips each year and ranking as Ohio’s largest transit system. Like many public agencies of its size, GCRTA’s operations generate large volumes of engineering, safety, procurement, legal, HR, and financial records subject to strict public-sector recordkeeping obligations — obligations that had outpaced the Authority’s largely manual, paper-based systems for managing them.

Industry Context

As an Ohio public office, GCRTA operates under the Ohio Public Records Act (Ohio Rev. Code §149.43), which presumes nearly all agency records — regardless of physical form — are subject to public inspection and requires that requests be fulfilled promptly. Noncompliance carries real consequences: Ohio law exposes public offices to civil penalties, statutory damages, and requester attorney’s fees when records cannot be produced as required. For transit authorities specifically, this obligation intersects with safety, environmental, and procurement recordkeeping requirements that make searchable content management a legal necessity rather than a convenience. The ECM category itself was also evolving during this period, as analysts began reframing traditional platforms as broader “content services” ecosystems capable of supporting records management, e-discovery, and workflow automation from a single governed repository — the same functional shift GCRTA’s own selection criteria were built around.

Current Situation

Without an ECM solution, GCRTA was overwhelmed by data and documents that were becoming increasingly difficult to manage, find, search, and produce. The organization anticipated two primary benefits from a new system: streamlining public records and e-discovery compliance, and unlocking the value of its own operational data. GCRTA’s contract with Iknow was structured to allow for two additional phases beyond the initial selection engagement — a pilot implementation in select departments, followed by full Authority-wide roll-out — giving GCRTA an option to phase its investment as budget allowed.

Problem / challenge

  • An overwhelmingly paper-based organization. The majority of GCRTA’s official records existed only as physical paper, with no enterprise-wide digital repository to organize, search, or retrieve them.
  • Public records and e-discovery exposure. Ohio’s public records law obligates timely, comprehensive production of agency records on request, and inconsistent governance and documentation practices across departments put GCRTA at risk of noncompliance, delay, and legal liability.
  • A deep-rooted “person-to-person-to-content” culture. When employees needed information, the default method was to ask a colleague who might know where it was located — a knowledge-sharing model that broke down whenever key staff left or were unavailable.
  • No enterprise content management capability. GCRTA had never implemented any enterprise-wide application providing core ECM functionality, leaving search and retention entirely dependent on manual, department-level practices.
  • Inconsistent records governance and a “save it” mentality. Records policies were applied unevenly across the Authority, with a widespread bias toward retaining data well beyond required destruction dates — increasing storage costs, data leakage risk, and legal exposure.

How Iknow Structured the Work

Iknow structured the engagement around five sequential-but-connected workstreams — baseline assessment, future-state vision, requirements collection, content audit, and solution evaluation — designed to build a factual, defensible case for GCRTA’s ECM investment before recommending any specific product.

Key Activities & Decisions

  • Baseline Assessment. Iknow interviewed senior executives and staff across GCRTA’s legal, records management, IT, and systems security functions, supplementing those interviews with documents and external data sources. The assessment surfaced five recurring themes, including the paper-based culture, inconsistent process governance, uneven application of records policy, the absence of any legacy ECM system, and the person-to-person-to-content knowledge-sharing pattern described above.
  • Future-State Vision. To ground GCRTA’s leadership in what an ECM investment could realistically deliver, Iknow reviewed more than 170 case studies from leading ECM product vendors spanning public-sector, private-sector, and nonprofit implementations, then selected the strongest example in each of eight functionality areas relevant to GCRTA and compiled them into a single vision report.
  • Requirements Collection. Iknow interviewed GCRTA executives to define business and technical requirements, ranked candidate ECM functionality by relative importance, and worked with the ECM Steering Committee to translate those rankings into a numerical weighting model, while also meeting with IT staff to understand the current and future technical environment.
  • Content Audit. Iknow conducted a comprehensive inventory of GCRTA’s paper and electronic content, examining more than 3.5 terabytes of data stored across more than 300,000 directories — producing GCRTA’s first enterprise-wide picture of where its content lived and how it was likely to grow.
  • Solution Evaluation. Working with the ECM Steering Committee and IT Department to establish evaluation criteria, Iknow reviewed more than 400 commercial and open-source ECM products, narrowing the field to roughly 30 vendors, then to 12 highly ranked solutions and three finalists through vendor conversations, demonstrations, and benchmark testing. Iknow supplemented that evaluation with pricing analysis from GSA Advantage and comparable public-sector procurement data obtained through Freedom of Information Act requests.

GCRTA’s person-to-person-to-content habits were not a technology gap so much as an ingrained way of working, which meant a purely technical business case risked failing to gain real organizational buy-in. Iknow addressed this by grounding the future-state vision in more than 170 real-world case studies from comparable organizations, giving GCRTA leadership concrete, relatable proof points rather than abstract ECM theory.

Keeping a Crowded Vendor Market Evaluation Objective

With more than 400 commercial and open-source ECM products on the market, GCRTA risked an evaluation that was either superficial or vulnerable to vendor influence. Iknow addressed this by co-developing a numerically weighted requirements framework with the ECM Steering Committee before evaluating any vendor, then validating pricing through independent sources — GSA Advantage and FOIA-obtained comparable procurements — keeping the narrowing process defensible from 400 candidates down to a single recommendation.
