From Requirements Gathering to a Prioritized, Executive-Approved Implementation Roadmap

Executive summary

The Southwest Florida Water Management District (SWFWMD, or the District) is responsible for managing and protecting the water resources for more than 10,000 square miles along Florida’s west-central coast. To fulfill that mission, its staff receives, creates, and uses an enormous variety of physical and electronic documents — reports, correspondence, emails, budgets, property deeds, maps, architectural drawings, photographs, and data files. As in many organizations, the District’s business processes and systems for handling those documents had evolved over decades, leaving electronic files scattered across desktop workstations, network file systems, and optical disks, and paper files stored across centralized, regional, and offsite office locations. The arrival of a new head of Document Services, the retirement of legacy hardware, and new compliance regulations together created the business case and momentum for a significant upgrade, and the District selected Iknow to design, install, and configure a scalable enterprise content management (ECM) and records management (RM) solution.

On this initial assignment, Iknow reviewed the District’s information technology environment, gathered detailed business and technical requirements, and developed an ECM/RM strategy along with an 18-month implementation roadmap. Iknow defined 21 candidate projects for the roadmap, then facilitated a workshop with the District’s senior business and IT executives, who prioritized and selected four initial projects: a Knowledge Audit, a Records Management Strategy and deployment effort, Finance Business Process Reengineering, and IBM hardware retirement and application migration. Iknow also helped install the core Vignette ECM/RM components in the District’s development environment, prepared District-specific installation documentation, and conducted two product education sessions. By the end of the engagement, the District had executive-level agreement on its implementation approach, more clearly defined requirements, and ECM/RM software installed and tested in its development environment.

About the Client

The Southwest Florida Water Management District was created in 1961 by a special act of the Florida Legislature to serve as local sponsor for the federally sponsored Four River Basins flood control project, following the devastation of Hurricane Donna. It is one of five regional agencies directed by Florida law to protect and preserve the state’s water resources. Headquartered in Brooksville, Florida, and governed by a 13-member unpaid Governing Board appointed by the Governor, the District encompasses roughly 10,000 square miles across all or part of 16 counties in west-central Florida, serving a population of nearly six million people, with a mission spanning water supply, water quality, flood protection, and natural systems management.

Public-sector agencies like state water management districts accumulate uniquely varied record types over decades — regulatory permits, property deeds, engineering drawings, financial records — many carrying statutory retention requirements that make records management a compliance necessity rather than just an efficiency exercise. Because agencies like SWFWMD typically evolved organically over many decades, electronic and paper storage systems accumulate ad hoc across desktop workstations, network shares, optical media, and physical archive locations spread across centralized, regional, and offsite facilities, exactly the kind of fragmentation the District faced. By the late 2000s, commercial ECM and RM platforms had matured enough to give large public agencies a credible path to consolidate that sprawl, but doing so required aligning technology selection with a state agency’s specific compliance obligations, legacy hardware realities, and executive governance processes.

Current Situation

The arrival of a new head of Document Services, the retirement of legacy hardware, and new compliance regulations all helped create the business case and momentum for a significant upgrade in the District’s document management infrastructure. Iknow was selected by the District to design, install, and configure a scalable ECM and RM solution, and on this initial assignment, developed an ECM/RM strategy and an 18-month implementation roadmap.

  • Fragmented electronic file storage. Electronic files were scattered across desktop workstations, network file systems, optical disks, and other storage devices, evolved without central coordination over decades.
  • Fragmented paper records across many locations. Paper files were stored onsite at several centralized office locations, at regional offices, and at offsite locations, with no unified management approach.
  • Urgent modernization pressure from hardware and compliance. Retiring legacy hardware and new compliance regulations created urgent pressure to modernize the District’s document management infrastructure.
  • No prioritized, executive-ready implementation path. The District needed a scalable ECM/RM solution and a credible, prioritized implementation roadmap, not just a list of possible technology options.

A full candidate list spanning technology, process, and governance risked overwhelming the District’s leadership without a clear starting point. Iknow addressed this by facilitating a structured prioritization workshop with senior business and IT executives, narrowing the 21 candidates to four concrete initial projects spanning knowledge audit, records management, finance process reengineering, and hardware retirement.
